Case Studies

Delivering Smart Metering at Scale: The Abergele Smart Town Project

Challenge

  • Over 4,000 properties requiring survey, installation or replacement across a wide geographic area
  • Navigating access constraints, for internally located meters or those positioned at property boundaries, requiring increased customer engagement and flexible scheduling
  • Identifying and managing out-of-scope assets and remedial works discovered during installation
  • Tight programme timelines
  • Managing streetworks, traffic flow and permitting requirements within busy residential neighbourhoods, while minimising disruption to customers

Solution

  • Collaborative delivery model, working closely to align programme goals and customer requirements
  • A digital-first approach using GIS-enabled surveys and mobile data capture, integrated with field and back-office systems to ensure accurate records, seamless data flow and real-time visibility.
  • Leveraged NB IoT smart meter technology to support ongoing monitoring, leak detection and improved operational insight
  • Phased, area-based delivery methodology to optimise productivity and reduce disruption across the community
  • Skilled, local installation teams ensured consistent, efficient delivery supported by strong local knowledge.

Outcome

  • Successfully delivered a high-volume smart metering programme, supporting improved network performance and customer experience.
  • Enabled real-time data collection through NB IoT meters, improving visibility of water usage and early leak identification.
  • Enhanced billing accuracy, service reliability and long-term network management capabilities for Dŵr Cymru Welsh Water.
  • Established clear and structured remediation pathways for out-of-scope assets, supporting future works and ongoing asset improvement.
  • Delivered an efficient, end-to-end solution integrating both physical installation and digital infrastructure.
